We are pleased to recognize Scott Fletcher as Yolo Emergency Communications Agency’s “Dispatcher of the Year”. Scott has worked with YECA for nine years and during that time he has received numerous commendations from member agencies and coworkers for his outstanding job performance. This is Scott’s third trip to the podium, having been previously selected by his coworkers in 2001 and 2003 as YECA’s Dispatcher of the Year.
Yeca is a consolidated police and fire dispatch center and Scott is extremely knowledgeable in the dispatch protocols of each discipline, but he has established himself as our in-house expert for all things related to fire dispatch. Scott is a volunteer firefighter and is assigned as a liaison between the communications center and the members of our countywide fire community. He authored our fire dispatch training manual, and he developed the materials for and instructs a radio procedures course for firefighters which he has delivered to 17 fire departments in Yolo County. He is also invaluable as a communications Training Officer for new employees and new dispatchers, and he contributes his skills as an instructor in our in-house basic academy.
Scott is the consummate professional and an outstanding representative of the organization. We are very proud to say that he is an employee of our agency and a leader within our center.

Larry Swanson has been with YECA since its inception, starting out as a dispatcher for Yolo County Sheriff's Office more than 25 years ago. As a dispatcher, Larry was able to Learn our CAD system so well that he was able to make a career move into the IT side of operations. His expertise is constantly consulted when CAD issues arrise. We thank him for his years of service!
Both Karen Avara and Kim Maynard have been with YECA for over 20 years. Karen Avara is now Operations Manager where her skills as a seasoned dispatch supervisor help her to keep a finger on the pulse of dispatch. Kim Maynard is now a Dispatcher II and brings experience and proffesionalism to the dispatch floor. We congratulate and thank each of them for their 20 years of service.
Kim Lindsay is another valuable part of our YECA team. With more than 20 years experience with YECA she has made herself an indispensable asset. Her continued professionalism is not only welcomed, but appreciated. We thank Kim for her many years of service and look forward to many more.
